REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 1, 2014 <br />TITLE: <br />PUBLIC HEARING — RECOVERY OF <br />UNCOLLECTED ADMINISTRATIVE <br />CITATION FINES <br />CITY M VAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />As Recommended <br />❑ As Amended <br />❑ Ordinance on 18' Reading <br />❑ Ordinance on 2 n Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution affirming the outstanding Administrative Citation Fines for Fiscal Year 2013 - <br />2014 and authorize the transmittal of uncollected Administrative Citation Fines to the office of <br />Auditor- Controller, County of Orange. <br />DISCUSSION <br />Community Preservation's Administrative Citations are solely issued after property owners have <br />first been afforded a warning notice to correct violations and have failed to bring their property <br />into compliance. Property owners are provided a reasonable period of time depending on the <br />severity to abate the violation. The City implements a monetary fine to ensure compliance with <br />the Santa Ana Municipal Code, <br />The City finds it necessary to seek legal recourse in order to recover the uncollected fines <br />associated with these Administrative Citations. This year the outstanding fines for 63 parcels is <br />$25,100 (Exhibit 1). The property owner names are provided in Exhibit 2 and a brief description <br />of the type of violations are listed in Exhibit 3. The most effective method of collection is to <br />submit these charges to the office of the County Auditor /Controller in order that they may be <br />placed as a lien on the property tax rolls. The total amount is subject to change due to <br />payments received subsequent to the Council approval date. Charges must be submitted to the <br />County by their deadline of August 10, 2014. <br />75B -1 <br />
