If any provision of this Ordinance or the application <br />thereof to any person or circumstance is held invalid, such invalidity shall not affect <br />other provisions or applications of the Ordinance which can be given effect without the <br />invalid provision or application, and to this end the provisions of this ordinance are <br />severable. The People of the City of Santa Ana hereby declare that they would have <br />adopted this Ordinance irrespective of the invalidity of any particular portion thereof. <br />SECTION 8. Effective Date. After its adoption by the voters, this ordinance shall <br />be in full force and effect ten (10) days after the vote is declared by the legislative body, <br />pursuant to the provisions of Elections Code sections 9217 and 15400 and as provided <br />by law. <br />SECTION 9. Competing Measures. In the event that this measure and another <br />measure or measures relating to the regulation of medical marijuana in the City of Santa <br />Ana appear on the same ballot, the provisions of the other measure or measures shall <br />be deemed to be in conflict with this measure.
