2/24103LS. <br />the City of Santa Ana, and that will enable the City 20 capture the data it needs to <br />evaluate owner compliance with this program. <br />The City will maintain records on owner reports and its evaluation of those <br />reports for a period of not less than ten years after expiration of the affordability <br />period required by applicable HUD regulations. <br />E. Annual assessment: <br />Upon receipt of owner reports, the City will evaluate the ethnic and racial <br />characteristics of tenants being. served to determine if they reflect the City's <br />housing market. If they do not, the 'City will direct the owner to take further <br />affirmative marketing steps to correct the imbalance. The City will track and <br />evaluate the steps taken to ensure they have the desired effect. <br />MINORITY OUTREACH PROGRAM <br />As a participating jurisdiction, the City is also required to adopt certain affirmative steps <br />to ensure maximum feasible participation in HOME and CDBG- funded projects by <br />minority business enterprises, women's business enterprises, labor surplus area firms and <br />other small businesses. These affirmative steps are listed below and constitute the City's <br />Minority. Outreach Procedures and Requirements Program for HOME and CDBG - funded <br />projects. <br />❖ The City will place qualified small and minority businesses and women's <br />business enterprises on solicitation lists; <br />❖ The City will assure that small and minority businesses, and women's business <br />enterprises are solicited whenever they are potential sources; <br />❖ The City will divide total requirements, when economically feasible, into smaller <br />tasks or quantities to permit maximiun participation by small and minority <br />business, and women's business enterprises; <br />Thd City will use the services and . assistance of the Small Business <br />Administration and the Minority Business Development Agency of the <br />Departnicht of Commerce; and <br />v The City will require the prime contractor, if subcontracts are to be let, to take the <br />affirmative steps listed above. <br />The City will annually review the results of these procedures to determine if additional <br />steps should be taken. <br />EXHIBIT .I <br />Resolution No. 2003 -031 <br />Page 6 of 5 <br />
