that is paid by special interest groups - not good policy; City proposal <br />should include Police Chief to enforce rules and regulations; revenue <br />must fund public safety monitoring. <br />• John Grace, representative of OC NORML, suggested that regulations <br />proposed by the City are de -facto bans; opposed to City's ability to <br />increase tax up to 10 %. <br />• Sean Donahoe, opined that good set of policies regulating <br />dispensaries may help reduce crime; City needs defendable and <br />reasonable regulations; edibles permitted. <br />• Kandice Hawes, founder of OC NORML, opined that Argument and <br />Rebuttal Against Voter Initiative inaccurate and concerned with issues <br />included in statement. <br />• Robin Cook, not totally against initiative; need to regulate. <br />• Dan Peters, supports regulation of medical marijuana. <br />• Guy Lopez, concerned with City's proposed initiative. <br />• Elizabeth Lopez, supports City's alternative to allow in commercial <br />area; and 500 feet is acceptable. <br />• Douglas Lanphere, noted that City's proposed ordinance on Medical <br />Marijuana better than first version presented; concerned with Argument <br />and Rebuttal submitted against the Voter Initiative. <br />• Evangeline Gawronski, suggested one dispensary in each quadrant in <br />the City to allow for easy access to medication; person purchasing <br />from unauthorized business to be find and tax should at least equal to <br />enforcement cost; no grey area just black and white ordinance for <br />voters to consider. <br />• Mika Denny, member of the West Floral Park Neighborhood <br />Association, represent 600 homes; concerned with increase loitering, <br />traffic and upsetting to her neighborhood, 600 feet is not enough; place <br />far away from homes and children. <br />• Edwin Gomez, supports medical marijuana initiative; thank city council <br />members for considering the matter. <br />• Steve Rocco, spoke of concern with security at City Hall, and concerns <br />with organized crime. <br />• Alex Vega, concerned with smoking marijuana and additions by some <br />homeless. <br />• Thomas Gordon, noted that 5 year old resident was killed by a driver <br />that was smoking marijuana; contrary of City Council action to approve <br />a grant fund from the State to enforce drugs; concerned with increased <br />crime; noted that City of Denver has far exceeded the cost of public <br />safety enforcement after approving Medical Marijuana. <br />• Steve McGuigan, thanked Senator Correa for proposing legislation; <br />dispensaries are businesses; City Council to listen to residents <br />Council discussion ensued. <br />Mayor Pro Tern Tinajero, thanked all speakers; opposed to closure of <br />medical marijuana; enforcement would be costly; concerned with mobile <br />CITY COUNCIL MINUTES 5 JULY 1, 2014 <br />1 0A -5 <br />
