REQUEST FOR ; <br />COUNCIL ACTION''' <br />CITY COUNCIL MEETING DATE: - <br />JULY 15, 2014 <br />TITLE: <br />AGREEMENT WITH HOUSTON & <br />HARRIS PCS, INC., FOR CLOSED <br />CIRCUIT TELEVISION INSPECTION <br />OF SANITARY SEWER SERVICES <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />:••:• _� <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />El Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Houston & Harris <br />PCS Inc., subject to nonsubstantive changes approved by the City Manager and City Attorney, to <br />provide closed circuit television inspection of sanitary sewer services, for a one -year period expiring <br />June 30, 2015, with provisions for two one -year renewal options exercisable by the City Manager and <br />City Attorney, in an amount not to exceed $400,000 for each term. <br />DISCUSSION <br />The City of Santa Ana sanitary sewer collection system comprises approximately 390 miles of sewer <br />mains, two sewer lift stations, 48,500 sewer laterals, and 8,000 sewer manholes that are used to <br />convey all sewer effluent from the city into the Orange County Sanitation District system. In <br />accordance with the City's Sewer System Management Plan and the State's waste discharge <br />requirements, the City must inspect assets and maintain the sanitary sewer system in good repair. <br />Closed circuit television (CCTV) technology is utilized to assess the condition of sewer mains and <br />sewer manholes and identify infrastructure system deficiencies. In the past, the City has utilized <br />consulting firms to provide CCTV inspection of sanitary sewer services. The proposed contract for <br />sewer CCTV inspection will provide for inspection of approximately 71 miles of pipeline (18 percent of <br />the sewer system). <br />On July 15, 2013, at the conclusion of a Request for Proposals (RFP) process, City Council awarded <br />a contract for CCTV inspection services to Houston & Harris PCS, Inc. (Exhibit 2). The original <br />agreement provided for three one -year extensions but expired before any extensions were executed. <br />By executing this new service agreement, the parties are effectively extending the original contract as <br />contemplated by the RFP. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & Infrastructure, <br />Objective #1 (establish and maintain a Community Investment Plan for all City assets), Strategy C <br />(invest resources and technology to extend the service life of existing infrastructure to protect the <br />25E -1 <br />
