However, I am <br />reminded that rarely does the end justify the means. So in spite of the fact that we might make a great deal of <br />money in tax revenue I fear it would be a zero sum game given what we would spend in extra law enforcement <br />costs due to this issue. <br />Santa Ana has enough difficult criminal activity to stay on top of, let's not load up our plate with even more <br />challenges. And of course we can always revisit the issue down the road. If other cities take the lead and I <br />believe they will, let them make the mistakes and we can learn from them. On something like this I would <br />submit that opportunities will be like trolley cars, one comes down the track every fifteen minutes. <br />Please vote against putting this on the ballot for the citizenry to vote, take the leadership role and <br />say NO.
