Second Street -Right of Entry Agreement <br />Date: May 26, 2014 <br />The purpose of this memo is to request the City's approval of the attached Right of <br />Entry Agreement to perform on -site sewer connection work at the house located at 1215 <br />East Second Street. <br />As part of the Grand Avenue widening project, PWA- Design Division acquired the <br />properties located along the 200 block of North Grand Ave. The project calls for the <br />demolition of the all existing structures Including the buildings and associated parking <br />lot. <br />Early this month the City's demolition contractor started the demolition of the existing <br />building and asphalt removal of the parking lot, During the process, the sewer lateral <br />serving the residence at 1215 E. Second Street was severely damaged. This sewer <br />lateral traverses the parking lot and connects to the main sewer line in Grand Avenue. <br />The City sewer maintenance crew was able to perform the necessary repairs and re- <br />established the sewer service to the residents. But, since the building will be <br />demolished and the City has plans to develop this area. It was determined that in the <br />best interest to the City is to reconnect this property to the City sewer line on Second <br />Street. The advantages to this decision are as follows: remove the sewer lateral from <br />underneath the existing building, avoid another incident while the building its being <br />demolished, provide the City with a lot that is fully developable without restrictions, and <br />prevent future costly repairs to an old deteriorated sewer lateral on a major arterial. The <br />Agreement is necessary to allow the City's contractor to construct a new sewer lateral <br />and to connect to the existing sewer main on Second Street. <br />Attachments <br /># . <br />
