ABSENT: None (0) <br />75D-1 PUBLIC HEARING — REAFFIRM AND REVISE THE FISCAL YEAR 2014- <br />15 CITY BUDGET - Finance & Management Services <br />Legal Notice published in the Orange County Register on June 6, 2014 <br />and June 13, 2014. <br />Continued from the June 17, 2014 City Council Meeting by a vote 6-0 <br />(Tinajero absent). <br />Mayor Pulido opened the Public Hearing. Tom Gordon questioned need <br />for additional executive in the City Manager's office; requested clarification <br />of role and duties of position being proposed. There were no other <br />speakers and the Hearing closed. <br />City Manager clarified that new position is an under -fill position to the <br />Deputy City Manager position. <br />Council discussion ensued. <br />Councilmember Martinez concerned that Capital Improvement process did <br />not comply with the Sunshine Ordinance; budget review with the public did <br />not include component; no process in place to select projects; moving <br />forward need to have comprehensive planning process (like San Diego <br />Plan); request study session to discuss reserves and provide policy <br />direction on capital facilities financing projects. Concerned with addition of <br />new position; need succession plan; need to have Deputy City Manager <br />position filled — no correlation of two positions. Also, request Community <br />Preservation Manager maintain Mid -Manager designation (amend <br />resolution). <br />City Manager Cavazos noted that City projected $11 million in reserves <br />and includes savings for under -filling position. <br />Councilmember Benavides, concur with comments by Martinez. <br />Community Preservation Manager to remain the same; requested <br />succession plan and filling of Deputy City Manager position. <br />City Manager Cavazos indicated that goal is committed to doing <br />recruitment for Deputy City Manager in 6 months. <br />Councilmember Reyna, asked if street closure fees had different <br />categories.
