Proposal to Provide Actuarial Valuation of OPEB Liabilities <br />For the City of Santa Ana <br />April 17, 2014 <br />In Exhibit B, we provided the names and contact information for 5 significant recent <br />engagements for GASB 45 services which we believe are similar in size, scope and or <br />complexity to this project for the City. We are happy to provide a complete listing of OPEB <br />projects for current clients on request. <br />No Conflict of Interest: Bickmore is not affiliated with the City of Santa Ana in any way and <br />is aware of no actual, apparent, direct or indirect, or potential conflicts of interest that may <br />exist with respect to the firm, management or employees of the firm or other person relative <br />to the services to be provided under the Agreement for services to be awarded pursuant to <br />this RFP <br />Ownership: There have been no prior changes in ownership. Bickmore is currently <br />investigating a sell -side option, but nothing that can be disclosed at this time, and nothing <br />that would materially change the scope or function of our current business operations <br />Qualifications: Bickmore is qualified to issue a Public Statement of Actuarial Opinion <br />(PSAO) in accordance with the Qualification Standards of the American Academy of <br />Actuaries and to undertake this project according to Precept 2 of the Code of Professional <br />Conduct of the AAA. All aspects of the valuation process, from data reconciliation, to <br />actuarial coding and analysis to preparation of the report are fully peer reviewed. A <br />minimum of two fully credential actuaries, 1 -2 actuarial analysts and administrative support <br />staff will be assigned to work on this project team. <br />E &O Coverage: Bickmore maintains a prudent amount of erros and omissions coverage on <br />all credentialed professional staff members which covers negligent acts. Including those <br />that would be applicable to the project work requested in the City's RFP for GASB 45 <br />services. <br />Limits on Liability: See Appendix D <br />Contractually Binding: Bickmore acknowledges that the individual officers who signed the <br />cover letter, Proposer's Statement (exhibit C) and Non- collusion Agreement (Exhibit D) are <br />authorized to contractually bind the firm. <br />No Legal Actions: There have been no Federal, state or local reviews or field reviews of <br />any of the valuations prepared by Bickmore during the past 3 years. There has been no <br />disciplinary action taken, nor is any pending, against the firm or any members of the firm <br />during the past 3 years with Federal, state or local regulatory bodies or professional <br />organizations. There have been no lawsuits, nor is any pending, against Bickmore with <br />respect to the quality of the work product provided to any of our clients. <br />
