� 4 � <br />CITY COUNCIL MEETING DATE: <br />AUGUST 6, 2014 <br />TITLE: <br />AGREEMENT WITH THE CONFIDENTIAL <br />ASSOCIATION OF SANTA ANA <br />CITY MANAG <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />..., , <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2 "" Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to <br />execute an agreement with the Confidential Association of Santa Ana, subject to non - substantive <br />changes approved by the City Manager and City Attorney, regarding wages and other terms and <br />conditions of employment for a one -year period ending June 30, 2015 in an amount not to <br />exceed $225,780. <br />DISCUSSION <br />The City and the Confidential Association of Santa Ana (CASA) recently completed contract <br />negotiations resulting in a new one -year Memorandum of Understanding (MOU). <br />The primary provisions of this agreement include: <br />1) Term: A one -year term, from July 1, 2014 through June 30, 2015. <br />2) Salary Increase: Effective upon adoption, the base salary of employees covered by this <br />MOU shall be increased by two percent (2 %). <br />3) Insurance: The additional monthly employee contributions of $40 toward medical <br />insurance and $10 for dental insurance shall be discontinued. <br />4) Educational Reimbursement: Reimbursement for qualified educational expenses shall be <br />increased from $2,000 per year to $2,500 per year. <br />5) Retiree Health Savings Plan: The current medical premium reimbursement plan may be <br />replaced with a Retiree Health Savings Account Plan for individual employees, The City <br />25N -1 <br />
