NO. 14 -038) <br />c d,. <br />CITY MANAG <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15'Reading <br />❑ Ordinance on 2ndReading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award contracts for emergency water and sewer cleanup services for up to a three -year period in an <br />annual aggregate amount not to exceed $75,000, subject to non - substantive changes approved by <br />the City Manager and City Attorney, with the following vendors: <br />Vendor Location <br />Darling International Inc. <br />Santa Ana <br />Houston & Harris PCS, Inc. <br />Grand Terrace <br />Orange County Pumping, Inc. <br />Santa Ana <br />The Public Works Agency Water Resources Division maintains the City's water and sewer systems <br />consisting of approximately 440 miles of water mains and 390 miles of sewer mains. The proposed <br />contracts will provide emergency cleanup services on an as- needed basis. The selected contractors <br />will cleanup debris, mud, dirt and sludge associated with water main breaks and sewer system <br />overflows (SSO's). <br />The notice inviting bids was advertised on June 19, 2014 on the City's online bid management and <br />publication system. A summary of the bid invitations and bids received is as follows: <br />22 Vendors notified <br />4 Santa Ana vendors notified <br />6 Vendors downloaded the bid packet <br />3 Bids received <br />2 Bids received from Santa Ana Vendors <br />Bids were solicited, opened on July 10, 2014 and evaluated (Exhibit 1). The bids received from the <br />recommended vendors are responsive to the specifications and meet the City's requirements. <br />Maintaining three vendors under contract allows for competitive quotes on any given job as well as <br />ensures availability of services when needed. <br />2213-1 <br />
