Kosmont Companies Agreement <br />August 5, 2014 <br />Page 2 <br />The recommended agreement with Kosmont Companies is exempt from the requirement for <br />competitive bidding through an open market purchase by Section 2 -807 of the Santa Ana <br />Municipal Code which allows contracts for professional services to be sole sourced. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #3 Economic Development, <br />Objective #5 (Leverage private investment that results in tax base expansion and job creation <br />citywide), Strategy A (Identify and market underutilized properties (city and non -city owned) for <br />new development that will create new jobs and expand the City's tax base (e.g. YMCA, 3rd and <br />Broadway parking structure, Saddleback Inn site). <br />FISCAL IMPACT <br />Funds in the amount of $60,000 are budgeted and available in the City Manager's General Non - <br />department fund account (no. 01105015- 62300). <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Karen za Francisco Gutierrez <br />Interim rxecutive Director Executive Director d Building Agency Finance and Management Services <br />MF: MF /RFCA — Kosmont Companies — 1660 E.
