In 2009 the cities of Santa Ana and Garden Grove initiated the Alternatives Analysis (AA) <br />and Environmental Review (Go Local Program Step 2) for the Santa Ana - Garden Grove <br />(SA -GG) Fixed Guideway Corridor. In the study process followed by the cities of Santa <br />Ana and Garden Grove in completing the requirements of the Go Local Step 2 work <br />program, the AA and the environmental review were conducted concurrently. The AA was <br />performed in compliance with the requirements of the Federal Transit Administration and <br />the environmental review process satisfied the requirements of both the National <br />Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). <br />The purpose of the SA -GG Fixed Guideway Project is to: <br />• Improve Transit Connectivity within the Study Area; <br />• Relieve Congestion by Providing Alternative Mobility Options; <br />• Be Sensitive to the Character of the Community; <br />• Increase Transit Options; <br />• Improve Transit Accessibility to and within the Study Area; and <br />• Provide Benefits to the Environment through Improved Air Quality. <br />This LPA Decision Report provides a summary of the efforts undertaken as part of the <br />planning process to define, screen and evaluate options and alternatives for the Santa Ana - <br />Garden Grove Fixed Guideway Corridor, and documents the recommendation for a Locally <br />Preferred Alternative. <br />M <br />The alternatives analysis process consisted of four major steps: (1) Preliminary Definition <br />of Alternatives, (2A) Initial Screening (Route Options), (213) Initial Screening (Technology <br />Options), and (3) Detailed Evaluation and Environmental Impact Analysis of the reduced set <br />of alternatives and selection of the LPA. <br />A wide range of potentially suitable technology options for the SA -GG Fixed Guideway <br />Corridor were investigated. A variety of alignment options were narrowed down to six that <br />based on the need to establish an east -west transit corridor in the Study Area, and to <br />improve the Study Area's regional transit connectivity by providing direct connections to <br />existing and planned transit services (Metrolink and OCTA fixed route and BRT services) at <br />SARTC and at the northeast corner of Harbor Boulevard and Westminster Avenue in the <br />City of Garden Grove. <br />Initial screening was performed to identify which of the conceptual alternatives best <br />satisfied the Purpose and Need and project goals and objectives and appeared to be most <br />LPA Decision Report <br />July 2014 <br />55C -16 <br />1 I Page <br />
