1.0 INTRODUCTION <br />1.1 Project Background and History <br />In early 2006, the Orange County Transportation Authority (OCTA) initiated the Go Local <br />program to encourage local agencies to consider transit system connection to Metrolink. <br />In 2008, as part of the Go Local program, the cities of Santa Ana and Garden Grove <br />completed a study that identified the benefits of developing a fixed guideway corridor to <br />link key activity and employment centers in their communities to the Santa Ana Regional <br />Transportation Center (SARTC). Their project was selected by OCTA for further study and <br />in 2009, the cities initiated the Alternatives Analysis (AA) and Environmental Review (Go <br />Local Program Step 2) for the Santa Ana - Garden Grove (SA -GG) Fixed Guideway Corridor <br />in coordination with OCTA. As illustrated in Figure 1 -1, the project location is in central <br />Orange County, California and directly accesses both the Los Angeles -San Diego (LOSSAN) <br />rail corridor and the old Pacific Electric Railway corridor. <br />Figure 1 -1: Location Map <br />N. <br />i <br />Project Location <br />...
