In 2009, the cities initiated the Alternatives Analysis and Environmental Review for the SA- <br />GG Fixed Guideway System in coordination with OCTA. The alternatives analysis process, <br />is described in detail in the SA -GG Fixed Guideway Preliminary Definition of Alternatives <br />Report (June 12, 2011), Initial Alternatives Screening Report (August 5, 2011), and <br />Alternatives Analysis Report (April 2014). The following provides an overview of the <br />Alternatives Analysis process, and a brief summary of the findings and results. <br />The alternatives analysis process consisted of four major steps: (1) Preliminary Definition <br />of Alternatives, (2A) Initial Screening (Route Options), (213) Initial Screening (Technology <br />Options), and (3) Detailed Evaluation and Environmental Impact Analysis of the reduced set <br />of alternatives and selection of the LPA. Figure 2 -1 illustrates the alternatives development <br />and evaluation process undertaken for the SA -GG Fixed Guideway Project. <br />The alternatives development process began with a survey of potential technology and <br />alignment options, the definition of the project's goals and objectives, development of <br />initial screening criteria based on the Purpose and Need Statement, and engagement with <br />the community through public listening sessions and public scoping. <br />Potential Technology Options. A wide range of potentially suitable technology options for <br />the SA -GG Fixed Guideway Corridor were investigated, including: <br />• Bus Transit • Light Diesel Multiple Unit <br />• Bus Rapid Transit • Monorail <br />• Streetcar • Low Speed Maglev <br />• Light Rail Transit • Personal Rapid Transit <br />• Commuter Rail <br />Potential Alignment Options. The initial alignment options were based on the need to <br />establish an east -west transit corridor in the Study Area, and to improve the Study Area's <br />regional transit connectivity by providing direct connections to existing and planned transit <br />services (Metrolink and OCTA fixed route and BRT services) at SARTC and at the northeast <br />corner of Harbor Boulevard and Westminster Avenue in the City of Garden Grove. Six <br />alignment options were initially investigated. <br />Goals and Objectives. The project's goals and objectives (see Figure 2 -2) were derived <br />from the purpose and need for transportation improvements in the corridor study area. <br />Along with Purpose and Need, they shaped the development of transportation alternatives <br />as well as establishing an evaluative framework for how alternatives should be assessed <br />and compared in subsequent study phases. <br />LPA Decision Report <br />July 2014 <br />55C -30 <br />2.11 Page <br />
