Five Stakeholder Working Group Meetings were held at key decision points in the planning <br />process from project kick -off through the identification of the reduced set of alternatives <br />and the initiation of the preparation of the EA/DEIR. <br />42 Pre - Scoping Activities <br />Between August 2009 and June 2010, the cities of Santa Ana and Garden Grove, in <br />cooperation with OCTA, conducted three pre - Scoping meetings for the Santa Ana - Garden <br />Grove Fixed Guideway Project in support of the Alternatives Analysis and in preparation for <br />the public Scoping process. The public meetings included a City Council Workshop, and <br />two Community Listening Sessions. The meeting locations were selected based on <br />geographic location and recommendations from the Stakeholders Working Group. To <br />facilitate community participation, meetings were scheduled at different times throughout <br />the day. <br />The first Stakeholder Working Group meeting was held on January 26, 2010. Members <br />were provided an introduction to the project and the environmental process. In addition, <br />the proposed format and content for the Community Listening Sessions were discussed <br />and members were asked to help publicize the Community Listening Sessions and to <br />encourage attendance at them. <br />The two Community Listening Sessions were conducted several months in advance of <br />formal public scoping to gain community input on the project purpose and need, <br />alternatives, and evaluation criteria, to introduce the environmental review process, and to <br />identify special environmental /community concerns that may need to be addressed as part <br />of the alternative analysis process. They were conducted utilizing an open house format <br />that allowed participants to drop by at their convenience. Project team members were on <br />hand to walk attendees through a series of information boards, answer questions, and <br />receive feedback. Information was provided in English and Spanish. Comment sheets were <br />also available for attendees to complete or mail back. <br />The following provides a brief summary of the comments received during the community <br />listening sessions: <br />General Comments <br />• Excitement towards a new transit system being developed <br />• Concern related to neighborhood impacts in residential areas and near schools <br />• Support for an environmentally friendly and safe system <br />Comments Regarding Technology Options <br />• Lack of interest in traditional bus or trolleybus service <br />• One comment in support of Bus Rapid Transit <br />• One comment in support of Personal Rapid Transit (PRT) <br />• Strong support for a streetcar or light rail system <br />LPA Decision Report <br />July 2014 <br />55C -61 <br />4.2 1 Page <br />
