CITY OF SANTA ANA <br />REQUEST FOR PROPOSAL FOR WATER SAMPLING & TESTING SERVICES (RFP14 -017) <br />The City of Santa Ana is issuing this Request for Proposals (RFP) for Water Sampling & Testing <br />Services.The City operates a grade D5 domestic water distribution system with over 45,000 <br />services, 450 miles of water main and a population of nearly 330,000 residents. The City of Santa <br />Ana requests the services of an analytical laboratory to provide timely, high - quality analytical <br />analysis of the City's domestic water system. <br />Analysis shall be in accordance with "Standard Methods ", Title 22 of the California Code of <br />Regulations entitled "California Domestic Water Quality and Monitoring Regulations ", and Code of <br />Federal Regulations, and shall consist of bacteriological quality, general physical quality, general <br />mineral, lead & copper, nitrate /nitrite, inorganics, fluoride, haloacetic acids and total <br />trihalomethanes. <br />II. PERIOD OF CONTRACT <br />Unless earlier terminated as allowed for in the agreement, contract term shall be for a period of two <br />years. The contract term is anticipated to commence after City Council award of this contract and <br />upon receipt and approval of all required insurance documents. The projectedcontract award date <br />is May 20, 2014 and may be adjusted as necessary. <br />III. OPTION OF RENEWAL <br />The term of this agreementmay include provision for renewals as set forth in the Scope of Services, <br />attached as Exhibit A. <br />IV. FISCAL NONFUNDING CLAUSE <br />In the event sufficient budgeted funds are not available for a new fiscal period, the City shall retain <br />the right to notify the provider of such occurrence in writing at least thirty (30) days before the end of <br />the current fiscal period and terminate the contract on the last day of the current fiscal period <br />without penalty or expense to the City. <br />V. SCOPE OF WORK/SERVICES <br />The scope of work may include any and all work efforts related to the Water Quality Sampling & <br />Testing Servicesas set forth inEXHIBIT A - SCOPE OF SERVICES. <br />The contractor shall be an independent contractor capable of providing experienced, knowledgeable <br />and professional staff. The contractorshall be responsive and maintain excellent working <br />relationships with city residents, businesses, government officials and City staff. The contractor <br />shall provide adequate staffing levels at all times and adhere to established schedules. <br />RFP #14 -017 — Water Quality Sampling & Testing Services <br />Page 4 <br />
