Will the proposed use adversely affect the present economic <br />stability or future economic development of properties surrounding <br />the area? <br />The proposed use will not adversely affect the economic <br />stability of the area but will instead allow the facility to <br />operate, thereby reducing the vacancy rate in the Ramona <br />Building and creating the possibility for patrons to support <br />other local, complementing uses such as retail stores, <br />service uses, or restaurants. The tenant suites in which <br />eSports Arena is proposed have undergone significant <br />investment in order to modernize the building in preparation <br />for a high - technology use such as eSports Arena. The <br />conditional use permit will allow eSports Arena to operate, <br />enhancing the economic viability of the Ramona Building, <br />and contributes to the overall success of Santa Ana's <br />Downtown by reducing vacancies, promoting the success of <br />a local business, and allowing the facility's patrons the ability <br />to support other local businesses. <br />4. Will the proposed use comply with the regulations and conditions <br />specified in Chapter 41 for such use? <br />As conditioned, the proposed project will be in compliance <br />with all applicable regulations and conditions imposed on a <br />computer gaming and spectator facility pursuant to Chapter <br />41 of the Santa Ana Municipal Code. The facility will be <br />primarily maintained as a computer gaming facility, with <br />technology and staff available to ensure that the use remain <br />in compliance with the City's curfew laws and with the <br />standards in place for venues that offer computers for skill - <br />based gaming for use to the general public. <br />5. Will the proposed use adversely affect the General Plan or any <br />specific plan of the City? <br />The proposed use will not adversely affect the General Plan. <br />The granting of this conditional use permit supports several <br />policies contained in the General Plan. Policy 2.2 of the <br />Land Use Element encourages land uses that accommodate <br />the City's needs for goods and services. Providing a venue <br />that offers computer gaming and an arena for special events <br />offers additional recreation options for Santa Ana residents <br />and visitors. The granting of this conditional use permit also <br />contributes to the development of Downtown Santa Ana as a <br />regional destination. Furthermore, Policy 2.8 of the Land <br />Use Element promotes the rehabilitation of commercial <br />Resolution No. 2014 -17 <br />Page 5 of 13 <br />
