2. Finance Updates <br />a. Year -End <br />Francisco Gutierrez, Finance Executive Director and Robert Cortez, Finance <br />Assistant Director reviewed a year -end summary prepared by MuniServices <br />describing the City's year -end results with regards to revenues received and cash <br />balances. <br />b. 15t Quarter <br />Robert Cortez reviewed 15f quarter statistics such as the City's top revenue <br />producers, the reduction in overhead costs, projected expenses with hiring of the <br />current 72 vacant positions, and the results from the federal shutdown. <br />c. Forecast <br />Robert Cortez also reviewed the projected five -year forecast, including using <br />City reserves for Fiscal Year (FY) 15 -16 and in deficit in FY 19 -20, stating the <br />forecast will not change unless cost - saving changes are implemented and <br />economic development - related revenues are increased to offset that forecast. <br />3. IT Projects Update <br />Thomas Gergen, Information Services Manager and Robert DePrat, <br />Applications /Tech Support Manager reviewed the catalog of current City software <br />applications and services as well as describe future projects that are forthcoming. <br />4. Youth Programs RFP <br />Deborah Sanchez, Economic Development Specialist III, described the Workforce <br />Investment Act (WIA) Request for Proposals (RFP) youth funds procurement <br />process for FY 14 -15, WIA eligibility requirements for applicants, and provided a <br />timeline for future actions. She also requested that the Committee encourage <br />organizations to apply for funds and services. <br />5. Homebuyer Down Payment Assistance Loan Program <br />Shelly Landry- Bayle, Housing Manager, presented a PowerPoint presentation <br />describing the proposed program to help promote neighborhood stability and <br />homeownership for low- income families in the City. The program would be a <br />deferred loan up to a maximum amount of $40,000 with zero percent interest. She <br />also disclosed the minimum qualifications for the program, which is set for a public <br />hearing at the November 5 Community Redevelopment and Housing Commission, <br />followed by City Council review and approval on November 18. <br />6. Santa Ana New Business Incentive Program Update <br />Marc Morley, Economic Development Specialist III, presented a program update, <br />October 14, 2013 1 Finance, Economic Development, & Technology Minutes <br />13B -10 <br />
