REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 2, 20'14 <br />TITLE: <br />DONATION FROM OCTA OF A 16- <br />PASSENGER VEHICLE <br />I <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />31WW1i1t1ii7 :1 <br />Recognize the receipt of a 16-passenger vehicle as allowed per Article 2, Paragraph E of the <br />agreement between the Orange County Transportation Authority and the City of Santa Ana for <br />the Senior Mobility Program <br />DISCUSSION <br />In June 2011, the City enter into an agreement with the Orange County Transportation Authority <br />(OCTA) where the City agrees that all funds received from the Authority under this agreement <br />will be used for the Senior Mobility Program. Additionally, the City will provide a twenty percent <br />match of the total annual formula allocation. In prior years, the City has used the matching funds <br />to contract with a transportation company to provide senior transportation from individuals' <br />homes to and from the Santa Ana Senior Center and Southwest Senior Center, Monday through <br />Friday. <br />In June 2014, the agreement with the current transportation company expired, but they have <br />agreed to maintain the pricing level through August 31, 2014. The City issued a request for bids <br />(RFB) in June 2014. As a result of the RFB, the City received two bids, one of which was from <br />the existing transportation company. Both bids were significantly higher than the most recent <br />agreement. Therefore city staff decided to re -issue the RFB in an attempt to solicit additional <br />bidders. The result was only one bid proposal received from the existing transportation <br />company, which was higher than the initial bid. <br />Contact was made with OCTA to determine if any surplus vehicles were available. OCTA <br />indicated that they could provide one 16- passenger vehicle at no charge to the City per the <br />existing agreement. <br />After being informed that the City could receive a vehicle an analysis was completed to compare <br />the costs of contracting the service versus providing the service with City Staff. The submitted <br />bid proposal was $161,200 for a one -year term. Staffing and operational costs for the City to <br />provide the service is approximately $64,090, a savings of $97,110 compared to contracting the <br />service. City staff discussed the two options and decided to have city staff provide the service <br />1901-1 <br />
