REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 2, 2014 <br />TITLE: <br />AGREEMENT WITH THE POLICE <br />MANAGEMENT ASSOCIATION (PMA) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to <br />adopt a Memorandum of Understanding (Attachment 1) with the Santa Ana Police Management <br />Association (PMA) regarding wages and other terms and conditions of employment for a one - <br />year period ending June 30, 2015 in an amount not to exceed $95,000, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City and the PMA recently completed contract negotiations resulting in a new one -year <br />Memorandum of Understanding. The MOU covers July 1, 2014 through June 30, 2015. <br />The major provisions of this agreement include: <br />1) Term: A one -year term, from July 1, 2014 through June 30, 2015. <br />2) Pay for Performance Program: PMA members who have attained the top step of their 4 -step <br />salary range shall be eligible for an annual performance bonus of up to 5% of base for <br />exceptional service. <br />3) Electronic Device Stipend: PMA employees whose supervisor determines are required to <br />use a cellphone or tablet for City related business will be given the option of using their own <br />equipment in lieu of using City equipment. Employees who choose to do so will receive a <br />$75.00 monthly stipend to cover costs related to the use of personal electronic devices <br />(phone and /or tablet) for City business. <br />4) Bilingual Pay: The City shall increase bilingual pay from $150 to $175 per month. <br />25F -1 <br />
