REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 2, 2014 <br />TITLE: <br />AGREEMENT WITH THE COUNTY OF <br />ORANGE FOR ANIMAL SHELTER <br />SERVICES <br />--/� jt,� <br />V"o,f1/ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1st Reading <br />❑ <br />Ordinance on 2nd Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing <br />For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached one -year agreement <br />with the County of Orange to provide animal care shelter services, in the amount of $1,123,123 <br />subject to non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On January 6, 2003, the Council approved actions for the City's transition of operating its own shelter to <br />the County of Orange Animal Shelter as a contracted service. At that time, City staff evaluated several <br />options to provide animal care shelter services. It was determined that contracting with the Orange <br />County Shelter was the most cost effective means of providing quality service to the City. Animal care <br />shelter services include retention of impounded animals at the County's animal care shelter, public <br />safety display of animals to allow owner identification, sale or release of impounded animals to <br />residents, animal evaluation for adoption, public education, euthanasia and disposal of animals that <br />are neither redeemed nor adopted, veterinary services, spay and neuter procedures, and necropsies <br />for animals that die under suspicious circumstances or at the request of law enforcement. <br />The FY 2014 -2015 contract amount of $1,123,123 is an estimate based on the counties projection of <br />our utilization of their services for the next fiscal year. The total actual payments to the County of <br />Orange will be based on actual usage of the services. We have evaluated other shelters in the area <br />and the County is the only one that can provide the service based on our utilization capacity. The <br />County of Orange Animal Shelter has performed satisfactorily and staff recommends approval of the <br />agreement. <br />25G -1 <br />
