REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 2, 2014 <br />TITLE: <br />PUBLIC HEARING — CONSIDERATION OF FINAL <br />ENVIRONMENTAL IMPACT REPORT NO. 2011 -01 <br />(SCH# 2008041172), FINDINGS PURSUANT TO THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT <br />MITIGATION MONITORING PROGRAM; VARIANCE <br />NOS. 2012 -04(A) AND 2012 -04(B) AS CONDITIONED; <br />AND, VESTING TENTATIVE TRACT MAP NO. 2012 -02 <br />TO ALLOW A 23 -UNIT SINGLE FAMILY DEVELOPMENT <br />AT 1584 EAST SANTA CLARA AVENUE (SEXLINGER <br />FARMHOUSE AND ORCHARD) — CONCORDIA <br />UNIVERSITY AND LUTHERAN HIGH SCHOOL OF <br />ORANGE COUNTY, APPLICANTS <br />1: <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1 � Reading <br />❑ <br />Ordinance on 2ntl Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a revised resolution of the City Council of the City of Santa Ana adopting findings <br />pursuant to the California Environmental Quality Act, adopting and certifying Final <br />Environmental Impact Report No. 2011 -01 (SCH# 2008041172), adopting the mitigation <br />monitoring program, approving variance Nos. 2012 -04(a) and 2012 -04(b) as conditioned, and <br />approving Vesting Tentative Tract Map No. 2012 -02 (County Map No. 17231) as conditioned for <br />the property located at 1584 East Santa Clara Avenue. <br />PRIOR ACTIONS <br />On February 10, 2014, the Planning Commission recommended that the City Council adopt a <br />resolution certifying Final Environmental Impact Report No. 2011 -01 (FEIR) (SCH# 2008041172) <br />and approve the mitigation monitoring program for the Sexlinger Farmhouse and Orchard <br />Residential Development Project ( "Project'); adopt a resolution approving Variance No. 2012 -04(a) <br />for the Sexlinger Farmhouse as conditioned; adopt a resolution approving Variance No. 2012 - <br />04(b) to allow a reduction in the minimum lot frontage for Lot No. 12 as conditioned; and adopt a <br />resolution approving Vesting Tentative Tract Map No. 2012 -02 (County Map No. 17231) as <br />conditioned. See Exhibit A, February 10, 2014 Planning Commission Staff Report. <br />On March 4, 2014, the City Council conducted a public hearing, received extensive public <br />testimony, and, after consideration of all testimony, written and oral, and the administrative record <br />as a whole, unanimously approved Resolution No. 2014 -009, certifying the FEIR and approving <br />the Project, as recommended by the Planning Commission.
