Direct and authorize the Mayor and the Clerk of the Council to execute the amendment to <br />Employment Agreement outlining the terms and conditions of the continued appointment of <br />David Cavazos as the City Manager for the City of Santa Ana. <br />2. Direct and authorize the Mayor and the Clerk of the Council to execute the amendment to <br />Employment Agreement outlining the terms and conditions of the continued appointment of <br />Sonia Carvalho as the City Attorney for the City of Santa Ana. <br />3. Direct and authorize the Mayor and the Clerk of the Council to execute the amendment to <br />Employment Agreement outlining the terms and conditions of the continued appointment of <br />Maria Huizar as the Clerk of the Council for the City of Santa Ana. <br />DISCUSSION <br />CITY MANAGER <br />The Santa Ana City Charter Section 500 authorizes the City Council to appoint a City <br />Manager. The City Manager is the chief administrative officer of the City who, under the <br />direction of the City Council, is responsible for the proper administration of all affairs of the <br />City. <br />In August 2013, the City Council executed an employment agreement appointing David <br />Cavazos as City Manager effective October 21, 2013. With the leadership of the City <br />Council, Mr. Cavazos has utilized his knowledge and experience to restructure the <br />organizational culture at City Hall and move the City forward in a positive direction. During <br />the past 10 months, Mr. Cavazos accomplished his goals and objectives and received a <br />positive evaluation from the City Council. Highlights of Mr. Cavazos' goals and <br />accomplishments include: implementation of the City's Five -Year Strategic Plan, improved <br />fiscal stability and responsibility, promoted economic development, fostered a culture of <br />innovation and efficiency, enhanced public safety and customer service delivery.
