REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 2, 2014 <br />TITLE: <br />EXTENSION OF ONE -STOP OPERATOR <br />MEMORANDUM OF UNDERSTANDING WITH <br />THE SANTA ANA WORK CENTER <br />c <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Execute an extension of the One -Stop Operator Memorandum of Understanding with the Santa <br />Ana WORK Center as the Comprehensive One -Stop Operator through June 30, 2016, with a <br />one -year extension option, subject to non - substantive changes approved by the City Manager <br />and City Attorney. <br />WORKFORCE INVESTMENT BOARD RECOMMENDATION <br />At its regular meeting of July 17, 2014, by a <br />Jimenez -Hami, Lewis, Maldonado, Martinez, <br />Investment Board recommended that City <br />Operator Memorandum of Understanding <br />Comprehensive One -Stop Operator through <br />subject to non - substantive changes approved <br />DISCUSSION <br />,ote of 17:0 (De La Riva, Didion, Everett, Gonzalez, <br />Rutledge, Sanchez, and Su absent), the Workforce <br />Council execute an extension of the One -Stop <br />with the Santa Ana WORK Center as the <br />June 30, 2016, with a one -year extension option, <br />by the City Manager and City Attorney. <br />One of the duties of the Santa Ana Workforce Investment Board (WIB) is to monitor and evaluate <br />the performance of its One -Stop operator to ensure its compliance with federal and state <br />regulations and overall service to the community on an annual basis. The WORK Center has <br />submitted a participant plan and budget for PY 2014 -2015 for review. WIB staff has reviewed the <br />documents and is recommending that the Santa Ana WORK Center continue to operate as the <br />WIB's comprehensive One -Stop for Santa Ana for PY 2014 -2015. <br />The most current performance results, calculated and released by the State Employment <br />Development Department, are listed below for Program Year 2012 -2013. The WORK Center <br />exceeded five of the six state mandated Adult and Dislocated Worker performance measures and <br />exceeded all three of the youth measurements: <br />251 -1 <br />
