Second Motion: Elect David Benavides as Committee Vice Chair. <br />MOTION: Sarmiento <br />SECOND: Benavides <br />VOTE: AYES: <br />Benavides, Martinez, Sarmiento <br />NOES: <br />None (0) <br />ABSENT: <br />None (0) <br />Public Comments <br />Dave Elliott from Santa Ana Chamber of Commerce spoke about the Economic <br />Development Plan that will be discussed at the Economic Summit event on October <br />16. The plan's purpose is business attraction and retention and to promote Santa <br />Ana as a business - friendly city. <br />Victor Payan from O.C. Film Fiesta encouraged the committee to promote the film <br />industry within the City and informed of the upcoming 4th Annual O.C. Film Fiesta <br />occurring September 6 -22. <br />3. Discussion of Committee Bylaws <br />A discussion was held over the committee bylaws, which are generally the same as <br />other council committees, with the exception of Article II — Purpose. Changes and <br />corrections are being gathered by the City Attorney's Office for final drafts to be <br />completed and brought back before each council committee. <br />(Item 5 was taken out of order.) <br />5. Define the Committee's Scope of Review and Potential Crossover with <br />Development (Land Use) & Transportation Council Committee <br />A discussion was held regarding the scope of this committee's review, which may, <br />at times, overlap with other committees, such as the Development (Land Use) & <br />Transportation. To avoid duplication of work, the committee concurred that the <br />Chair will decide which committee will take the lead on certain projects that may be <br />handled by various agencies. <br />Discussion of Community Development Block Grant Program <br />Sandi Gottlieb, CDA Acting Executive Director, provided a PowerPoint presentation <br />with an overview of the Community Development Block Grant (CDBG) program, <br />guidelines, past projects, and options going forward. A discussion was held <br />regarding the type of programs that can utilize the unallocated funds remaining for <br />the prior fiscal year.
