Twelve (12) of these Cities are entitlement cities with HUD. Additionally, in recent years we have been <br />under contract in the Cities of Hawthorne and Riverside to assist City staff on specific tasks such as IDIS <br />input, project monitoring, Davis-Bacon Monitoring, preparation of Consolidated Plan/Action Plan, and <br />preparation of Consolidated Annual Performance and Evaluation Report (CAPER). Additionally, our firm <br />was recently contracted by the City of Compton and County of Santa Barbara to assist in their CDBG and <br />HOME Programs in an effort to correct major findings recently issued by HUD. <br />MDG has prepared approximately 35 Consolidated Plans and 25 Analysis of Impediments to Fair Housing <br />Choice (Als), of which 12 Consolidated Plans and 8 Als were prepared during the last cycle. In addition, <br />MDG has prepared more than 200 Action Plans and CAPERS throughout multiple Consolidated Plan <br />cycles. <br />M121am <br />The members of our consulting group proposed to provide consulting services in the preparation of the <br />City of Santa Ana's 2013-2014 CAPER include Rudy Muiloz, President; Diane Corto, Manager; and <br />Daniel Perez, Associate. Ms. Cotto will be the lead consultant and Project Manager assigned to the City <br />and will be primarily responsible for the development of the CAPER. In addition, Mr. Perez will assist <br />with the preparation of the document. <br />The following is a statement on each of the aforementioned key staff members proposed under this <br />contract. <br />Rudy Mufloz, President - Rudy Xfunoz has been providing community development consulting <br />services to municipal agencies since 1986. With more than 28 years of experience in the community <br />development field, including grants management of federal, county, and local grants including those <br />offered by the U.S. Department of Housing and Urban Development, IN-U. Mudoz assists municipalities <br />with all aspects of Community Development Block Grant (CDBG), HOME Investment Partnership <br />(HONME), Neighborhood Stabilization Program (NSP) and Emergency Solutions Grant (ESG) <br />management <br />Mr. Munoz focuses on strategic planning and technical assistance and training along with the <br />development of implementation tools to facilitate the management of programs, developing toots and <br />conducting training for HUD grantees and in the development of policies and procedures for programs <br />(HOME, CDBG, NSP) and activities funded under these programs (Housing Rehabilitation, <br />Commercial Rehabilitation and Homebuyer Programs). His work in grants planning includes 36 <br />Consolidated Plans, over 200 Action Plans and CAPER!s, and 12 Analysis of Impedimenrs to Fait <br />Housing Choice, <br />Mr, Munoz is a Certified HOME Specialist and is a national technical assistance provider through <br />HUD's OncCPD initiative, Through this initiative, Mr. Muftoz provides Technical Assistance and <br />training to grantees throughout the country in CDBG, HOME, NSP and cross cutting elements of the <br />CPD programs. 2Nfr. Munoz is currently provides training on behalf of HUD on the use of the e-Con <br />Planning Suite, CPD Maps, the DRGR system and the Basically CDBG training at the national level. <br />In addition, he is currently a part of the CmcCPD Policy and Procedure Workgroup established by <br />HUD to gather information and establish, a system to assist grantees in the development of policies and <br />procedures, Mr. Mufioz was recently selected as part of a special assignment through the Presidential <br />Task Force to provide training and technical assistance to the Commonwealth of Puerto Rico in <br />Spanish. <br />
