A <br />City of Santa Ana, PWA I Agreement Exhibit <br />RFP — ON -CALL ENGINEERING DESIGN SERVICES FOR WATERAND SEWER MAIN <br />IMPROVEMENTS <br />Description of Services <br />Category 1 — Water Resources Engineering Design Services <br />The Consultant will provide professional engineering for various phases of the design and <br />construction of City potable water main pipe, sanitary sewer main pipe and related facilities. <br />Facilities may include small underground vaults or minor improvements at existing pump <br />stations. Demonstrate the ability to provide design engineering services for pump stations, <br />wells, reservoirs and sewer lift stations. Expertise in rehabilitation methods for the previously <br />mentioned assets shall also be demonstrated. <br />1. Design: Prepare plans and specifications, design calculations, hydraulic analyses and <br />project design schedules as required by the conditions on the project. Prepare plans <br />and specifications in accordance with City standard plans and specifications. Prepare <br />project cost estimates and perform field reviews as needed. Be able to perform peer <br />review services for general compliance. Tasks may include feasibility studies, design <br />and design services during construction. <br />2. Bidding: If required, attend a pre -bid conference to address any questions about the <br />project. Assist in the preparation of any necessary addenda that may be required. <br />3. Construction Engineering Support: Review and respond to contractors Requests for <br />Information as well as review and approve submittals. If required, attend a pre - <br />construction meeting. Review, prepare and approve shop drawings. <br />4. Permits: Assist the City in obtaining approvals (and environmental permits as may be <br />required) from applicable agencies including County of Orange, Metropolitan Water <br />District, neighboring cities and CALTRANS at the discretion of City Staff. <br />The City will provide preliminary base mapping that will need to be updated and populated for <br />final design purposes. These maps will include the City versions of the water, sewer, centerline, <br />utility and topographic line work. It is expected that the Consultant will need to correct provided <br />base maps as required for the assigned project. <br />Category 2 — Environmental Study and Document Preparation <br />Consultant shall provide, as required, professional engineering services that may include <br />reports and coordination with applicable code enforcing and environmental agencies, site <br />analysis, coordination with applicable local, state and federal jurisdictions, and regulatory permit <br />acquisition for a variety of water and sewer related projects. <br />Services may vary including, but are not limited to, the following types of studies and <br />documents: <br />1. CEQA/NEPA compliance <br />2. Initial Study /Negative <br />3. Environmental Impact Statement /Environmental Impact Report <br />4. Biological assessment <br />5. Regulatory agency permitting <br />It is anticipated that an environmental document (negative declaration or categorical <br />exemption will be considered necessary on most pipeline replacement projects. <br />14 <br />
