Agre+�mc�ni ExPtibii: A <br />City of Santa Ana, PWA <br />RFP — ON -CALL ENGINEERING DESIGN SERVICES FOR WATER AND SEWER MAIN <br />IMPROVEMENTS <br />1. Firm experience — Experience of the firm in similar work and record of successful results <br />of that work. Also considered will be the firm's ability to take on additional work, <br />demonstrated understanding of the City's goals and purpose for this project, specific <br />management approach and how the firm proposes to achieve the project's time goals, <br />how well the firm's organizational structure shows sufficient depth for Its present <br />workload, and the firm's ability to offer the breadth and quality of services required for <br />the project. (15 %) <br />2. Experience of the personnel assigned to the project team — The City of Santa Ana will <br />give substantial consideration to the individual qualifications of the project team <br />members who will actually do most of the work on the proposed projects.. <br />Considerations will include qualifications of key personnel, project team member's <br />individual experience and qualifications, project manager's experience, sub- consultant's <br />individual experience and other qualifications, (20 %) <br />3_ Project Approach — Response to the project objectives outlined in the RFP, including <br />demonstrated understanding of the scope of the sample project, and demonstrated <br />ability to present technical data in a user- friendly format with appropriate use of graphics <br />as necessary. (25 %) <br />4. Project Management— A firm's plan for communication, approach and quality control <br />and assurance will be a key component towards a successful design project. Special <br />consideration shall be given towards firms that have all communication go through the <br />project manager and their successor should the project manager be unavailable. (10 %) <br />5. Sample Project Plans — Sample project plans submitted shall be judged based upon <br />clarity, neatness and quality. (10 %) <br />The written response to this Request for Proposal should contain documentation of consultant's <br />and /or consultant's agents' credentials and expertise in this field. Substantial consideration will <br />be given to consultants with demonstrable and documented experience in similar work. <br />Responses will be evaluated on the basis of the qualifications, abilities, and responsiveness of <br />the proposing firms. <br />Interview — The City of Santa Ana will consider results from the interview in the overall <br />evaluation of the proposals. To be considered for an interview, a review of the written proposals <br />shall be done by the review panel. A short list of the top six (6) Proposers will be selected <br />to participate in an interview/presentation based upon the highest total scores of items 1- <br />5 (80 % of total score for final 6 firms), The selected Proposers will be given the opportunity <br />to discuss in more detail their qualifications, past experience, proposed work plan and <br />schedules. The interview must include the project team members expected to complete a <br />majority of work on the project, but no more than four (4) members total. The interview will <br />consist of a brief presentation of the company by the proposing firm, including the person who <br />will be the project manager on this Contract followed by questions and answers. All individuals <br />present at the interview shall provide a brief self - introduction and explanation of applicable <br />project experience. Audiovisual aids may be used during the oral interviews (20 %) <br />The committee and or the executive director of Public Works Agency (PWA) will open the <br />fee envelope of the highest two (2) ranking proposers after interviews have been <br />conducted and scored. The committee shall enter into negotiations for pricing and terms of <br />11 <br />
