If the history of the project site is unavailable (including when the site has recently installed <br />an irrigation system), look at the history of the general area. However, remember that the project <br />site may have different conditions than the rest of the region. For instance, the project site could <br />have an older water right than others in the region. Although certain areas of the state had severe <br />restrictions on water deliveries during the last drought, some parcels within these areas had very <br />secure deliveries due to more senior water rights. If this was the case in the region of the project <br />site, check the date of water right and compare it with parcels that received their total allotment <br />during the last drought. The local irrigation district should have information on water deliveries. <br />The scoring of water resource availability for a project site should not just reflect the <br />adequacies of water supply in the past -- it should be a prediction of how the water system will <br />perform in the future. For instance, a local jurisdiction might find that the allocation of flows to <br />stream and river systems has been recently increased for environmental reasons, which will <br />decrease the future available surface water supply.
