REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 16, 2014 <br />TITLE: <br />REQUEST FOR PROPOSALS FOR <br />PROVIDING PARK LANDSCAPE <br />MAINTENANCE SERVICES FOR <br />DISTRICTS 1, 4 AND 5 <br />CITY MANAGE <br />RECOMMENDED ACTION <br />ICI <br />CLERK OF COUNCIL USE ONLY: <br />_ ;* M <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2 n Reading <br />❑ Implementing Resolution <br />❑ Set Public Nearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Parks, Recreation and Community Services Agency to issue a Request for <br />Proposals (RFP) to qualified companies to provide landscape maintenance services at City parks <br />bike trails, and various City properties in districts 1, 4 and 5. <br />The Parks, Recreation and Community Services Agency (PRCSA) is responsible for the <br />landscape maintenance of all City parks and recreational facilities. The landscape maintenance <br />in city parks is divided into four districts plus the Civic Center. PRCSA staff has made the <br />decision to divide districts 1 and 4 into three districts, map attached, to increase solicitation of <br />additional bids from smaller companies that may not bid on the current districts due to their size. <br />Receiving additional bids would help achieve better pricing through increased competition. <br />Implementation of the revised districts will begin February 1, 2015. The request for proposals <br />(RFP) will be advertised through PlanetBids.com. The recommended landscape maintenance <br />companies will be submitted for City Council authorization after the review of proposals has been <br />completed. <br />On August 14, 2014 the City received a letter from Azteca, the landscape maintenance company <br />for district 4, initiating the 90 -day termination clause of their agreement. As a result, staff will <br />request an agreement amendment for the period of November 15, 2014 through January 31, <br />2015 with a landscape company that is providing service in another district. The amendment will <br />allow the City to complete the RFP process for newly formed districts 1, 4 and 5 that will be <br />effective February 1, 2015. The agreement amendment will be presented at an upcoming City <br />Council meeting. <br />Additionally, PRCSA staff will not be renewing the contract with Landscape West, the landscape <br />maintenance company for district 1, which is scheduled to end on January 31, 2015 and is <br />including this area into the RFP referenced above. <br />19E -1 <br />
