V. HOME NARRATIVE STATEMENTS <br />A. ASSESSMENT OF RELATIONSHIP OF HOME FUNDS & CONSOLIDATED PLAN GOALS & OBJECTIVES <br />Assessment of HOME Funds to Meet Highest Priority Activities <br />The City used HOME funds to <br />TABLE I3 -2O13 -2014 HOME - ASSISTED HOUSING ACCOMPLISHMENTS <br />expand and preserve the <br />to Low- and Moderate- <br />income households. Table 13 provides a construction and will be reported in subsequent CAPERS <br />summary of Santa Ana's distribution of HOME funds among different income categories for housing <br />activities undertaken during the report period. Additional information regarding these activities is <br />summarized in EXHIBIT 6. <br />Progress Toward Meeting Affordable Housing Goals With HOME Funds <br />As demonstrated above, HOME funds were spent to assist thirty one housing units during the <br />report period. EXHIBIT 9 provides additional data regarding Program Year 2013 -2014 housing <br />accomplishments and efforts to meet one- and five -year goals. <br />Progress Toward Meeting Housing Needs of Lower Income Persons <br />During the 2013 -14 report period, the City implemented three HOME activities to provide and /or <br />preserve affordable housing for persons with low incomes. These activities included: <br />1) Multi- Family Rehabilitation Program. For the 2013 -14 report period 8 units of multi- family <br />rental housing are currently under construction and will be completed by or before the end <br />of the next report cycle. <br />2) Vista del Rio Rental Housing Project. This 40 -unit development was the result of a <br />partnership forged between the City of Santa Ana, former Redevelopment Agency, Santa <br />Ana Housing Authority and three affordable housing to create affordable and supportive <br />housing for residents in Orange County with permanent disabilities.
