The City has an inventory of 23 HOME- assisted projects that contain 501 rental units. During the <br />2013 -2014 report period, a sampling of 167 units were inspected - the majority of units are owned <br />and managed by CHDOs. While the vast majority of the inspected units passed initial housing <br />quality standards inspections, some units required minor corrections. Typical required repairs <br />included replacing inoperable smoke detectors and carbon monoxide detectors, inoperable GFCI <br />outlets, faucet leaks, loose toilet at floor mount, inoperable stove burners, and unsanitary carpets. <br />Affirmative Marketing Actions to Minority & Women Owned Businesses <br />As a participating jurisdiction in the HOME and CDBG programs, the City has adopted the following <br />affirmative marketing policies for minority and women owned businesses- <br />• List of methods to inform the public about federal fair housing laws and the City's affirmative <br />marketing policy. <br />Requirements and practices owners must adhere to in order to carry out this policy. <br />• Procedures owners must use to inform and solicit applications from persons in the housing <br />market area who are not likely to apply for the housing_ without special outreach. <br />• Records that owners and the City will keep describing the actions they have taken to <br />affirmatively market units and records to assess the results of these actions. <br />• A description of how the City will annually assess the success of affirmative marketing actions <br />and determine what corrective actions are needed. <br />Outreach to Minority /Women Owned Businesses` <br />As a participating jurisdiction, the City has adopted certain affirmative steps to insure maximum <br />feasible participation in HOME- and CDBG funded projects by minority business enterprises, <br />women's business enterprises, labor surplus area firms and other small businesses. These <br />affirmative steps are listed below, and constitute the City's Minority Outreach Procedures and <br />Requirements Program for HOME and CDBG funded projects. <br />• The City will place qualified minority and women owned business enterprises on solicitation <br />lists. <br />• The City will assure that minority and women owned business enterprises are solicited <br />whenever they are potential sources. <br />• The City will divide total requirements, when economically feasible, into smaller tasks or <br />quantities to permit maximum participation by minority and women owned business <br />enterprises. <br />• The City will use the services and assistance of the Small Business Administration and the <br />Minority Business Development Agency of the Department of Commerce. <br />• Prime contractor will be required, if subcontracts are let, to take the above listed affirmative <br />steps. <br />42 DRAFT 2013- 2014 CAPER <br />fV9,9t 91 <br />
