B. Matching Resources <br />Program regulations require that the City TABLE 16 —ESG MATCH <br />match ESG expenditures dollar for dollar. <br />Subrecipients receiving Santa Ana's ESG funds <br />are informed of this match requirement during <br />the application process and are required to <br />identify the amount and sources of matching <br />funds. During the course of the year, a <br />certification and copies of checks, award <br />letters, etc. that document match funds is <br />required by the City. Activity and Beneficiary Data <br />Emergency Solutions Grant recipients are required to provide quarterly accomplishment reports, <br />which contain all HUD required data for IRIS reporting. Over the past years the City has revised ESG <br />report forms in an effort to capture required HUD data more efficiently. Presently there are no <br />significant problems in collecting, reporting, or evaluating the information reported by <br />subrecipients. The reliability of data is reviewed during annual on -site monitoring visits. <br />D. Homeless Discharge Coordination <br />The City has certified to HUD that it will undertake efforts to develop and implement a homeless <br />discharge plan. HUD has stated that as part of the City developing and implementing a homeless <br />discharge coordination policy it may use ESG homeless prevention funds to assist Very Low- Income <br />individuals and families at risk of becoming homeless after being released from publicly funded <br />institutions such as health care facilities, foster care or other youth facilities, or corrections <br />institutions or programs. <br />On a regional basis, the County's Community Services - Housing and Community Development <br />Department has taken the lead in developing and implementing a discharge plan for the entire <br />county and has solicited the assistance of cities such as Santa Ana. As this plan evolves, the City will <br />explore various options in programming that ensures the needs of Santa Ana's residents are met <br />while also addressing regional planning efforts.
