REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 5, 2014 <br />TITLE: <br />APPROPRIATION ADJUSTMENT <br />FOR THE MEDICAL MARIJUANA <br />ENFORCEMENT PLAN <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 181 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO 9 -oe �� <br />FILE NUMBER <br />Approve an appropriation adjustment to reallocate $500,000 in 2014 -15 General Fund reserve <br />appropriations to various departmental expenditure accounts to fund medical marijuana <br />enforcement plan efforts. <br />DISCUSSION <br />At the July 15, 2014 City Council meeting, the City Council directed staff to develop an <br />enforcement plan to address the negative effects resulting from illegal medical marijuana <br />collectives and cooperatives. In addition, the City Council recommended the reallocation of <br />$500,000 from the 2014 -15 adopted budget to fund the plan. The enforcement plan is a <br />collaborative effort between the Police Department, Planning and Building Agency, and the City <br />Attorney's Office. <br />The recommended action will provide $350,000 in overtime funding for the Police Department, <br />and Planning and Building Agency to investigate violations of the Santa Ana Municipal Code <br />related to prohibited marijuana dispensaries. In addition, $150,000 will be allocated to the City <br />Attorney's Office for contract legal services to prosecute the cases. The enforcement plan will <br />place emphasis on prohibited marijuana dispensaries near schools and residences. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #1 Community Safety, Objective #1 (Modernize <br />the Community Policing philosophy to improve customer service, crime prevention and traffic / <br />pedestrian /bicycle safety.), Strategy F (Enhance the Police Department's community policing <br />philosophy to balance both traditional policing and problem solving strategies to address and reduce <br />violent, property and gang related crimes). <br />20A -1 <br />
