REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 16, 2014 <br />TITLE: <br />VARIANCE NO. 2014 -05 TO ALLOW A <br />REDUCTION IN PARKING FOR 24 HOUR <br />FITNESS AT 2800 NORTH MAIN STREET, <br />UNIT 3100 - GREGG BERWIN, APPLICANT <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 10 Reading <br />❑ Ordinance on 2n' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Variance No. 2014 -05 as conditioned. <br />PLANNING COMMISSION ACTION <br />On August 25, 2014, the Planning Commission adopted a resolution approving Variance No. <br />2014 -05 to allow a reduction in required parking for 24 Hour Fitness by a vote of 7:0 at Westfield <br />MainPlace located at 2800 North Main Street, Unit 3100 in the General Commercial (C -2) zoning <br />district. The Planning Commission made no changes to the recommended conditions of approval <br />outlined in the attached staff report (Exhibit A). <br />DISCUSSION <br />The proposed project consists of interior tenant improvements and exterior changes to an <br />existing building to allow a 24 Hour Fitness health club. 24 Hour Fitness will be occupying <br />approximately 42,207 square feet of floor space on the third and rooftop levels of an existing, <br />three -level commercial building that once functioned as a large box/anchor retail store, most <br />recently a Men's Macy's. The project will feature a new, unique entrance for 24 Hour Fitness <br />members and employees from the south side of the building. In addition, the project features an <br />outdoor pool deck that will be constructed into the side of the existing third floor and a rooftop <br />shelter for an outdoor basketball court. The project's interior will feature an entry lobby and <br />reception area, tanning facilities, dressing rooms, a primary area for fitness and exercise, several <br />smaller rooms with various exercise equipment, and miscellaneous storage and utility rooms. <br />Full -sized plans are available for public viewing in the Clerk of the Council Office. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal No. 3 Economic Development, <br />Objective No. 2 (create new opportunities for business /job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies). <br />31 C -1 <br />
