REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 16, 2014 <br />TITLE: <br />RESOLUTION AUTHORIZING AN AGREEMENT <br />WITH THE STATE OF CALIFORNIA FOR <br />PROPOSITION 84 STORM WATER GRANT <br />PROGRAM FUNDING <br />CITY MANAGVI <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2n0 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the City Manager to enter into an agreement with the State of <br />California for Proposition 84 Storm Water Grant Program Funding in the amount of $288,898, and <br />any amendments thereto, subject to approval by the City Attorney's Office. <br />DISCUSSION <br />The Public Works Agency applied for funding under the State of California Proposition 84 Storm <br />Water Grant Program for the Morrison Park "Low Impact Development" (LID) Improvements <br />project. On May 21, 2014, the City received notification from the State Water Resources Control <br />Board that $288,898 was awarded, with a required City match of $72,225. Though not required at <br />the time of application, the State Water Board now requires a City Council Resolution for this <br />competitive grant before its corresponding agreement can be issued. <br />The State Public Resources Code requires Proposition 84 Stormwater Grant Program (SWGP) <br />funds be used to provide matching grants to local public agencies for the reduction and prevention <br />of storm water contamination of rivers, lakes, and streams. The Morrison Park LID Improvements <br />project will reconstruct the existing parking lot with new porous asphalt pavement, and incorporate <br />an adjacent bioretention system with drought - tolerant landscaping. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #4 City Financial Stability, Objective <br />#3 (maintain a structurally balanced budget with appropriate reserve levels); and, Goal #6 <br />Community Facilities & Infrastructure, Objective #1 (establish and maintain a Community <br />Investment Plan for all City assets), Strategy G (develop and implement the City's Capital <br />Improvement Program in coordination with the Community Investment and Deferred Maintenance <br />Plans). <br />55E -1 <br />
