area; important to build relationships between police department and individuals; request <br />moratorium on issuing citations to homeless for such infractions. <br />• Gabriela Hernandez, member of Chicano Unidos, spoke of mistrust between Townsend <br />community and police department; request copy of evidence provided to District Attorney. <br />• Vanessa Cerda, commented on lack of resources and programs available in the <br />Townsend neighborhood area; need to unify Santa Anita neighborhood to not allow gang <br />injunction to move forward. <br />• Carolyn Torrez, questioned need for Townsend area gang injunction and posed several <br />questions and concerns regarding same. <br />• Joese Gloria, spoke on Townsend gang injunction; need to solve root of the problems; <br />unite Santa Ana on various issues including homeless shelter. <br />• Dave Hoen, invited all to concert in the park at Morrison Park - tribute to Beatles band <br />performing on September 6th from 6 p.m. to 10 p.m. <br />• Steve Rocco, spoke of recent letters received from City on campaign sign and noted that <br />Orange County Registrar of Voters not allowing his proposed ballot designation. <br />• Connie Hamilton, pleased that City has hired full time emergency management <br />coordinator; invited all to participate in the Com -Link, Connect -to- Council, NeighborWorks <br />Orange County and the Santa Ana Register "An Evening With the Candidates," debate <br />and forum from 7 p.m. to 9 p.m. on September 17th in the Rancho Santiago Community <br />College District Board Room, 2323 N. Broadway; announced that Santa Ana Chamber of <br />Commerce hosting Business Connection Luncheon on October 2nd; also, Youth in <br />Government co- hosting forum with Santa Ana Unified School District in October. <br />• Peter Katz, thanked the Mayor for attending 25th Anniversary of Comlink held at the <br />Bowers Museum last month; attended gang injunction community meeting, opined that <br />additional dialogue needed. <br />• John Grace, OC NORML, spoke in opposition to Agenda Item 20A; medical marijuana <br />dispensary raids have caused frivolous spending; City to spend funds wisely. <br />• Guy Lopez, opined that City funds used on recent medical marijuana raids could be used <br />on other service programs. <br />• Elisabeth Lopez, opposed to Agenda Item 20A; City to spend funds elsewhere. <br />• Sylvia Hernandez, SEIU USWW, spoke of recent action by the City Council that awarded <br />police maintenance contract to non -union contractor. <br />• Jose Rea, spoke in support of shelters in proper locations; proposed location lacked <br />communication with neighborhood and in close proximity to schools. <br />• Susan Sandoval, spoke in opposition of proposed location of homeless shelter, opined <br />that larger facility to house the various services is needed; also, safety plan and more <br />dialogue required. <br />• Irma Rivera, concerned with proposed location of homeless shelter. <br />• Patty McDonald, business owner in close proximity to proposed homeless shelter; <br />opposed to location; no communication received on the matter; urged City reconsider <br />location. <br />• Dora Lopez, recited City's Code of Ethics and Conduct as it relates to protecting <br />community. <br />• Irma Jauregui, concerned with lack of community outreach on proposed homeless shelter <br />location. <br />• Interim Executive Director of Planning and Building Agency, Karen Haluza noted that <br />State approved S132 several years ago; City approved re- zoning area almost a year <br />CITY COUNCIL AGENDA 5 SEPTEMBER 2, 2014 <br />1 0A -5 <br />
