D. Water supply and demand projections for MWD's <br />service area, including 'that encompassed by CMWD, MWDOC, and <br />SA, show that additional sources of supplemental water must be <br />developed to meet future needs; <br />E. OCWD was created under a Special Act of the <br />California Legislature in 1933 ("OCWD Act") for the purpose of <br />protecting and managing the orange County groundwater basin. <br />The OCWD Act specifically empowers OCWD to manage the <br />groundwater basin; to provide for conservation of the basin, <br />including both quantity and quality of water; and to provide <br />protection both of the water rights of Orange County and of the <br />natural flow.of the Santa Ana River; <br />F. The boundaries of OCWD include portions of the <br />service boundaries of CMWD. MWDOC, and SA; <br />G. OCWD purchases imported water from MWD through <br />mwDoc for spreading and replenishment purposes; and, further, <br />receives wastewater from the county Sanitation Districts of <br />Orange County (hereinafter IICSDOCII) for further renovation, <br />reclamation, and groundwater injection; <br />H. OCWD is authorized under Section 2.6 of the OCWD <br />Act to sell or otherwise put to beneficial use any water or <br />reclaimed wastewater recovered from the operation of OCWD's <br />wastewater reclamation facility; <br />I. MWD has determined to take all reasonable and <br />necessary steps to maintain MWD's water supplies at levels <br />which will meet the needs of the people in the MWD service <br />
