ARTICLE I <br />1.0 RECOGNITION <br />1.1 Pursuant to the provisions of the Meyers- Milias -Brown Act, Government Code <br />Section 3500, et seq., the City of Santa Ana (hereinafter called "the City ") has <br />recognized the Confidential Association of Santa Ana (hereinafter called <br />"CASA ") as the majority representative of the bargaining unit which includes <br />all full -time employees employed by the City of Santa Ana in classifications <br />heretofore designated as "confidential" and which are listed in Exhibit B of <br />this Agreement. <br />1.2 Notwithstanding the following provisions of this Memorandum of <br />Understanding, the parties agree that they have intended nothing herein to <br />entitle, alter or award Civil Service rights or privileges to any employee <br />represented by CASA who is in the Excepted (Exempt) Service of the City of <br />Santa Ana. <br />1.3 During the term of this Agreement, no substantive issue of representation shall <br />be raised contrary to this Agreement except as provided in Resolution No. 81- <br />75, the Employer - Employee Relations Resolution of the City of Santa Ana <br />(refer to Exhibit C). <br />1.4 The term "employee" or "employees" as used herein shall refer only to full <br />time CASA employees of the City, in the employee classifications listed in the <br />attachment shown as Exhibit B of this Agreement, as well as such <br />classifications as may be added hereinafter via Council resolution. <br />1.5 It is the purpose of this Memorandum of Understanding to promote and <br />provide for harmonious relations, cooperation and understanding between <br />the City and employees covered by this Memorandum. It sets forth the full <br />and entire understanding reached in good faith negotiations regarding the <br />wages, hours, terms and conditions of employment of employees covered <br />by this Memorandum of Understanding which the parties intend to submit <br />jointly and recommend for approval to the City Council of the City of Santa <br />Ana. <br />CONFIDENTIAL ASSOCIATION OF SANTA ANA (CASA) MOU: 2014-2015 Page 4 <br />
