10 /07/2014jas <br />RESOLUTION NO. 2014 - <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />ADOPTING THE RECOMMENDATION TO DEVELOP AND IMPLEMENT <br />A YOUTH SPORTS SCHOLARSHIP PROGRAM AND ADVANCING <br />DEFERRED MAINTENANCE PROJECTS ON CITY PARTKS <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. Santa Ana enjoys a young, vibrant population. Youth sports in the City <br />perform a vital role in developing the bodies and minds of the City's <br />young people. <br />B. The City's youth- oriented sports organizations provide a foundation for <br />our children and young adults to achieve success in their lives. <br />C. At times, the costs of participation in the sports organizations can be <br />prohibitive, and prevent a number of children and young adults from <br />receiving the lifelong benefits that come with such participation. <br />D. Synthetic turf playing fields in the City, although much more durable <br />than natural grass fields, suffer from years of near constant use. The <br />surfaces and materials of some of the City's synthetic turf fields are in <br />need of maintenance or even replacement. <br />E. Further, prior economic distress had forced the City to cut back on the <br />general maintenance of its parks. Issues have developed in some <br />parks relative to items such as broken water fountains, plumbing <br />issues in restrooms, burned out light bulbs and park furniture in need <br />of repair. <br />F. On May 20, 2014, the City Council approved $200,000.00 for the <br />Youth Sports Scholarship Program as part of the funding approval for <br />the Five -Year Strategic Plan. On July 28, 2014 the Parks, Recreation, <br />Education and Youth (PREY) Council Committee met and made <br />recommendations for the Program. <br />G. The City Council now desires to act on the recommendations as to the <br />development and implementation of the Youth Sports Scholarship <br />Program and the expenditure of the previously allotted funds. <br />Section 2. The City Council hereby directs that the previously approved <br />$200,000.00 for the Youth Sports Scholarship Program be allocated as follows: <br />55A -3 <br />
