REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 7, 2014 <br />TITLE: <br />AGREEMENT WITH TETRA TECH, INC., <br />FOR COMPLETION OF THE SAN LORENZO <br />SEWER LIFT STATION PROJECT PLANS <br />AND CONSTRUCTION SUPPORT <br />SERVICESAStrategic Plan No. 6, 1, C) <br />CITY <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Tetra Tech, Inc., <br />subject to non - substantive changes approved by the City Manager and City Attorney; to provide <br />engineering design, bid support, and construction support services for the completion of the San <br />Lorenzo Sewer Lift Station project; for a three -year period expiring October 6, 2017, in an amount not <br />to exceed $365,000. <br />DISCUSSION <br />The existing sewer lift station located near the intersection of Bristol Street and Segerstrom Street is a <br />critical asset to the City's sewer collection system and allows the City to provide sewer service to over <br />1,600 homes and businesses. Since its construction in the 1960s, the sewer lift station has been a <br />robust asset, but is nearing the end of its useful life and is in need of major capital investment to <br />improve the facility and leverage modern technologies. Engineering plans and supporting <br />documentation for the construction of a new sewer lift station have been developed. However, due to <br />environmental issues and legal challenges the project has been significantly delayed. The City has <br />completed an environmental impact review (EIR) to mitigate all environmental issues and has <br />resolved all legal challenges, enabling the project to move forward. <br />On June 20, 2005, having completed a Request for Proposals (RFP) process, Council awarded a <br />contract to Tetra Tech, Inc., to prepare plans, specifications, and estimates for the construction of the <br />new sewer lift station. Although the consultant completed a significant portion of the project design, <br />due to the previously mentioned delays, the contract expired. Therefore a new contract is necessary <br />to finish the sewer lift station improvement plans and specifications, updated with the latest building <br />codes and the requirements from the EIR; and to provide on -going technical support necessary for <br />the duration of the construction period. <br />The savings from the design and technical support services that were not completed under the <br />expired contract are being carried over onto the new contract. <br />25F -1 <br />
