Changes to the HCP include an added setback of 30 feet to the property line above the send floor for <br />buildings with seven or more stories adjacent to single family residential uses. <br />The revisions proposed would continue to allow revitalization of the commercial corridor that would <br />improve the existing visual quality, pedestrian access and safety, and attract business investment with a <br />high level of architectural design. The changes are intended to enhance this aspect of the project by <br />ensuring that new development within the North Transit Node takes full advantage of existing and <br />planned transit opportunities. The changes are meant to create a true mix of land uses, instead of <br />encouraging only high density residential uses. Furthermore, proposed buildings in the North Transit <br />Node would continue to be subject to the design guidelines that specify massing, scale, corner treatment, <br />roof treatment, building colors, and materials. In addition, frontage types and floor heights are specified <br />to ensure that the proposed development is consistent with the City's goals for building form, character, <br />and quality. New buildings in the North Transit Node are required to construct taller ground floors to <br />maintain an attractive and consistent space, while also maximizing flexibility for current and future uses. <br />The minimum and maximum setbacks create a consistent street scene, provide attractive landscaping, <br />and provide a bufferfor pedestrians from street activity. <br />Although changing the building height in the North Transit Zone from 4 to 10 stories would visually alter <br />the area, it would not deteriorate the existing visual character or conflict with any existing architectural <br />characteristics specific to the area. Impacts would remain less than significant. <br />Public Outreach <br />This new information did not deprive the public of a meaningful opportunity to comment upon a <br />substantial adverse environmental effect of the project. The City conducted a significant community <br />outreach program starting early on in the development of the HCP. A maximum of 10 -story buildings were <br />discussed in those community meetings. Residents provided meaningful input on the type, size, and <br />height of buildings proposed within the HCP and North Transit Node. These comments informed many of <br />the development standards and design guidelines that were incorporated into the HCP. As a result, the <br />public has had a meaningful opportunity to comment on the HCP as revised. <br />October 2014 1 Page 3 <br />75A -19 <br />
