RESOLUTION NO. 2014 -060 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING FINDINGS PURSUANT TO THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT; <br />CERTIFYING FINAL ENVIRONMENTAL IMPACT REPORT <br />NO. 2011 -01 (SCH# 2008041172); ADOPTING THE <br />MITIGATION MONITORING PROGRAM; APPROVING <br />VARIANCE NOS. 2012 -04(A) AND 2012 -04(B) AS <br />CONDITIONED; AND, APPROVING VESTING TENTATIVE <br />TRACT MAP NO. 2012 -02 (COUNTY MAP NO. 17231) AS <br />CONDITIONED FOR THE PROPERTY LOCATED AT 1584 <br />EAST SANTA CLARA AVENUE <br />WHEREAS, the Sexlinger Farmhouse and Orchard Residential Development <br />Project ( "Project ", "proposed Project ", or "Historic Preservation Alternative ") consists of <br />the development and construction of 23 new single - family residences on approximately <br />five acres located at 1584 East Santa Clara Avenue within the City of Santa Ana <br />( "City "); and <br />WHEREAS, the proposed Project also includes the removal of orange grove <br />trees and the widening and improvement of the southern portion of East Santa Clara <br />Avenue; and <br />WHEREAS, development of the Project requires approval of a vesting tentative <br />tract map to subdivide the property, approval of one variance for reduced street frontage <br />for one lot, and approval of another variance for setbacks on the rehabilitated <br />Farmhouse; and <br />WHEREAS, the proposed Project would serve to meet a portion of the regional <br />housing needs assessment target assigned to the City by the Southern California <br />Association of Governments; and <br />WHEREAS, the Project as proposed is consistent with the City's current General <br />Plan Land Use designation for the Project site of Low Density Residential ( "LR -7 ") and <br />the City's zoning designation for the Project site of Single Family Residential ( "R -1 "); <br />and <br />WHEREAS, pursuant to Public Resources Code section 21067 and the State <br />CEQA Guidelines (Cal. Code Reg., tit. 14, § 15000 et seq.) section 15051, the City is <br />the lead agency for the proposed Project; and <br />WHEREAS, pursuant to the California Environmental Quality Act (Pub. Res. <br />Code, § 21000 et seq.; "CEQA"), and the State CEQA Guidelines the City has <br />determined that an Environmental Impact Report ( "EIR ") should be prepared pursuant <br />Resolution No. 2014 -060 <br />Page 1 of 12 <br />
