Sextinger Farmhouse and Orchard <br />Residential Development Project <br />CEQA Findings <br />landfills that meet acceptance criteria for the waste being disposed. Demolition and <br />removal shall be performed in conformance with federal, state, and local laws and <br />regulations pertaining to lead -based paint. <br />RAZ-3: As the property was in agricultural (orange grove) use in the past, residual <br />concentrations of insecticides, pesticides, or herbicides in near surface soil may be <br />present. Shallow soil sampling and analysis will be conducted prior to issuance of a <br />grading permit. <br />Incorporation of the above mitigation measures will ensure than any hazardous materials <br />present on the project site, either as part of the existing structures, or as part of the orange <br />orchard, are removed, handled, and disposed of consistent with best practices and <br />applicable regulations. As such, the impact is reduced to a level of less than significant. <br />(EIR, pp. 5 -51, 5 -52; January 2014 EIR Attachment, 7.) <br />2. Impact: Would the project impair implementation of or physically interfere with an <br />adopted emergency response plan or emergency evacuation plan? <br />Finding: Less Than Significant, With Mitigation. (EIR, pp. 5 -51, 5 -52; January 2014 EIR <br />Attachment, 7.) <br />Analysis: A Traffic Management Plan would be implemented as part of the project to <br />ensure construction does not interfere with any emergency response or emergency <br />evaluation plans. (EIR, pp. 5 -51, 5 -52; January 2014 EIR Attachment, 7.) The following <br />mitigation measure will ensure that impacts are reduced to a level of less than significant: <br />TRF -1: Prior to grading permit issuance, a Traffic Management Plan shall be submitted <br />for review and approval to the City of Santa Ana. Such plan shall consist of prior <br />notices, adequate sign posting, and detours. The TMP shall be reviewed and approved by <br />the City Police and Fire Departments so that construction does not interfere with any <br />emergency response or evacuation plans. (EIR, p. 5 -98.) <br />Implementation of TRF -I will ensure review, approval, and implementation of a TMP <br />that will take into account emergency access and evacuation plans. As such, impacts are <br />reduced to a level of less than significant. <br />G. HYDROLOGY AND WATER QUALITY <br />I, Impact: Would the project violate any water quality standards or waste discharge <br />requirements? <br />Finding: Less Than Significant, With Mitigation. (EIR, pp. 5 -53, 5 -54; January 2014 EIR <br />Attachment, 7.) <br />Analysis: The project would result in site runoff contributing to typical roadway <br />pollutants to existing drainage facilities. These pollutants include oil, grease, and other <br />petroleum derivatives. The State Regional Water Quality Control Board administers the <br />National Pollution Discharge Elimination System permit requirements in the project area, <br />and consistency with permit requirements will obligate the project to implement <br />30 "Exhibit A" <br />
