Sexlinger Farmhouse and Orchard <br />Residential Development Project <br />CEQA Findings <br />Requiring the project applicant to pay its fair share of this improvement will ensure that <br />funds are available for that portion of the improvement attributable to the project. As a <br />result, this impact is reduced to less than significant. (EAR, pp. 5 -95, 5 -98; January 2014 <br />EAR Attachment, pp. 8 -9,) <br />2. Impact: Would the project exceed, either individually or cumulatively, a level of service <br />standard established by the county congestion management agency for designated roads <br />or highways? <br />Finding: Less Than Significant, With Mitigation. (EIR, pp. 5 -72 through 5 -98; January <br />2014 EAR Attachment, pp. 8 -9) <br />Analysis: The City of Santa General Plan establishes Level of Service ( "LOS ") D as the <br />threshold, for acceptable service level outside of major development areas. These criteria <br />are either more stringent than or meet Congestion Management Plan criteria which <br />designates LOS E as the minimum acceptable level of service. (ETF, p, 5 -72.) <br />Future traffic conditions were forecast based on discussions with City staff and OCTAM <br />3.2 traffic modeling. (EIR, p. 5 -73.) Traffic modeling indicated that for the six <br />intersections and 10 roadway segments within the project site's study area, all would <br />operate at acceptable level of service in the year 2013, both with and without the project. <br />(EAR, p. 5 -83 [Table 5 -22].) I3owever, potential impact to one intersection in the 2035 <br />future condition was identified. (EIR, p. 5 -88; Table 5 -24; p. 5 -95, Table 5 -29.) The <br />intersection of Santa Clara Avenue/Wright Street is expected to be impacted in the PM <br />peak hour, as a result of the project. (EAR, p, 5 -95.) However, with the incorporation of <br />the following mitigation measure, this impact will be reduced to less than significant: <br />TRF -2; Implementation of a traffic signal is recommended at the intersection of Santa <br />Clara Avenue and Wright Street. The project will be subject to fair -share improvements, <br />and the project applicant will be required to finance the improvements required on a pro - <br />rata fair -share basis. <br />Requiring the project applicant to pay its fair share of this improvement will ensure that <br />funds are available for that portion of the improvement attributable to the project. As a <br />result, this impact is reduced to less than significant. (EIR, pp. 5 -95, 5 -98; January 2014 <br />EAR Attachment, pp. 8 -9.) <br />Impact: Would the project result in inadequate emergency access? <br />Finding: Less Than Significant, With Mitigation, (FIR, pp. 5 -72, 73, 98; January 2014 <br />EIR Attachment, pp. 8 -9) <br />Analysis: A Traffic Management 'Plan would be implemented as part of the project to <br />ensure construction does not interfere with any emergency response or emergency <br />evaluation plans.
