Although there is no state law equivalent, many <br />government agencies take this concept into consideration when approving projects. Further, the <br />concept would be appropriate here because significant federal funds are being used in connection <br />with the Project. <br />Karen, please provide studyhes that were conducted as per President Clinton's Executive Order <br />1994 cited above. <br />Additionally, If conducted, please provide a copy of the Environmental Impact Report, <br />CEQA Guidelines, section 15065. *If not conducted, this needs to be done due to the heavy <br />trucks and machinery traffic that are constant during work hours on Normandy Place street <br />where the 1217 E. Normandy Place address is located. Such a finding shall <br />require an EIR to be prepared (CEQA Guidelines Section 15065): <br />• When a project has the potential to substantially degrade the quality of the environment, substantially <br />reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self - <br />sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the <br />range of an endangered, rare or threatened species, or eliminate important examples of the major <br />periods of California history or prehistory; <br />• When a project has the potential to achieve short -term goals to the disadvantage of long -term <br />environmental goals; <br />• When a project has possible environmental effects which are individually limited but cumulatively <br />considerable; <br />• When the environmental effects of a project will cause substantial adverse effects on human <br />beings, either directly or indirectly. <br />
