Based on your experiences, what would you <br />consider to be the "Best Practices" within these ordinances, for possible application in Santa <br />Ana? <br />• Should not make ordinance to prevent organizations from providing services <br />• S132 should not address all needs <br />• Organization should be part of neighborhood association <br />• Create communication and relationship with Police Department <br />• Need to connect clients with housing to end homelessness <br />• Reevaluate parking standards <br />• Need multiple locations and providers <br />• Cost - effective to have single location to serve larger number of homeless persons <br />• Have "open door" policy for public <br />• Need management plan <br />• Need emergency plan — short -term solutions for infrequent situations <br />3.
