Page 3. <br />** The tendency nationally we are seeing is to -- establish interdisciplinary and multi - <br />service centers that evaluate and places individuals - and families , into smaller <br />housing programs -- -with continued services to effectively meet the needs of the <br />homeless population. Attachment # 11 <br />It is our hope that you will vote yes for the moratorium on the S82 Housing Ordinance. As <br />residents, parents, business owners and school district officials — we have worked very hard to <br />inform the county supervisors that the Homeless Shelter is a good idea in a BAD location for the <br />reasons we have put forward. According to the Santa Ana Planning Commission Meeting <br />date of July 8, 2013, only 20% of the Homeless population is estimated to be from Santa Ana <br />(total estimated at 6, 939 and Santa Ana estimated at 1,388). It is time for all the cities in Orange County to step up to the plate and be a part of <br />the solution to help our homeless population get off the street and move into a healthy and <br />permanent living environment where they can thrive, and are treaty with dignity and respect. <br />We recommend: <br />1. Establish a task force to look at other locations in Santa Ana and what is feasible <br />considering the high density of our city - -- consider a centralized multi- service center <br />downtown in a now vacant building (Building 16 or the OC Transportation Center — <br />similar to the Path Mall, and investigate exemplary housing model programs that can be <br />a fit for the Homeless Population needs in Orange County - -- and propose to the cities <br />across the county. <br />2. Engage the other cities in Orange County to be a part of the solutions and commit to <br />establishing homeless shelters -- -truly be a partner. * We have generated an email to <br />Karen Roper inquiring about the subcommittee consisting of OC city managers and <br />planners to engage their support for developing permanent housing options and other <br />10 Year Plan goals as well as the status for 5132 Zoning goals in their cities (as <br />documented for a subcommittee on the County Agenda Staff Report, Dated Dec. 10, <br />2013, Subject: Ten -Year Plan to End Homelessness Status Report. Attachment # 12 <br />Please mark your calendars for October 28, 2014 for the next Community Forum on <br />this very important community issue. You will receive an invitation with the details. At <br />the August 19th community forum we had more than 350 people attend. <br />
