In January 2005, the City began a comprehensive <br />FOG Control Management Program that includes regular inspection of all FSE's to ensure <br />compliance with the City's ordinance. The FOG ordinance and program are required by the California <br />State Water Quality Control Board. <br />Although staff performs project management oversight and compliance enforcement, the majority of <br />the work involved in the FOG control program, including field work and inspections, has been <br />performed under contract by consultants. The proposed agreement provides for continued inspection <br />of all FSE's on a regular basis, as well as planning, review, and evaluation of the FOG Control <br />Management Program, as needed. The agreement also provides for staff training, data gathering, <br />database management, mapping, technical support, coordination with other agencies, and serving as <br />the City's liaison for FOG - related issues. <br />On July 11, 2014, the City issued a request for proposals (RFP) for FOG control program <br />management services (Exhibit 1). The City received two proposals, which were evaluated by a <br />selection committee for content and responsiveness to the RFP.
